		<description>I think it&#039;s acceptable to ban phone use, but not carrying.  We, and our parents, didn&#039;t use cell phones and got by because we didn&#039;t have them.  I&#039;m certain that if we did, we would have used them.  

The emergency use would be outside school, I&#039;m guessing since the parent should be able to call the school and the student should be able to call the parent via a school phone.</description>
